What the buyer wants
Appointment of a qualified design team to develop Phase 3 of the Helensburgh, Cardross and Dumbarton Cyclepath from concept design through Developed and Technical Design stages, including Principal Designer duties during construction. The work includes surveys, community and stakeholder engagement, equality impact assessment, and preliminary environmental assessment to ensure robust, deliverable, and high-quality design drawings with strong local support.
This tender is for Phase 3 of the Helensburgh, Cardross and Dumbarton Cyclepath; linking the Helensburgh Waterfront segregated cycleway (OS Grid NS 29598 82259) to the existing section of the cyclepath adjacent to the A814 at the Red Burn (OS Grid NS 31655 81112), near the north-east corner of Morrisons Supermarket site, and will build upon the concept design developed for the majority of the route (Civic Engineers, 2025).
Argyll & Bute Council wish to appoint an appropriately qualified and experienced design team to develop Phase 3 of the Helensburgh, Cardross and Dumbarton Cyclepath project from the current concept design through Developed (RIBA Stage 3) and Technical (RIBA Stage 4) Design, and to be Principal Designer during construction (RIBA Stage 5).
The project will require the successful tenderer to complete a range of survey, design and in-depth engagement work, including in-depth community, stakeholder and landowner engagement, topographic and utilities surveys, equality impact assessment (EqIA) and Preliminary Environmental Assessment (PEA) to ensure route(s) identified have strong community, neighbour and landowner support and that the design drawings for the route(s) are robust, deliverable and of a high quality. These will all be subject to engagement with the community, businesses, landowners, neighbouring landowners, Argyll and Bute Council, Strathclyde Partnership for Transport (SPT) and Transport Scotland.

What you will need to show
- Qualified and experienced design team — Supplier must be appropriately qualified and experienced to undertake design development and Principal Designer duties for the project.
- Equality impact assessment response — Supplier must complete an equality impact assessment and demonstrate understanding and approach to equality impacts.
- Preliminary Environmental Assessment response — Supplier must complete a preliminary environmental assessment and demonstrate approach to environmental considerations in design.
- Principal Designer role and health & safety management — Supplier must act as Principal Designer during construction, managing health and safety aspects in compliance with relevant regulations.
- Community, stakeholder and landowner engagement — Supplier must undertake in-depth engagement with community, stakeholders, landowners, and relevant authorities to ensure support for the route design.
