What the buyer wants
Procurement for Housing (PfH) is establishing a national framework agreement for Technical Consultancy Services covering various professional support services including project management, engineering, architectural services, CDM, construction consultancy, and net zero consultancy, divided into multiple lots.
Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively, our Members manage more than 90% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.

PfH is administered by Inprova Limited and is headquartered in the North West of England, with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. By integrating procurement services and technology, Inprova operates as a delivery partner, supporting business performance improvement for the public sector
PfH intends to establish a framework agreement for Technical Consultancy Services. The framework will operate nationally, for four years and will cover professional support services relating to areas such as Project Management, Cost management, Mechanical & Electrical Engineering, Architectural Services, CDM, General construction-related consultancy services and Net Zero and a range of other consultancy services. The framework will be divided into lots, which will be set out in the Tender Notice.

- Relevant professional qualifications — Suppliers must hold appropriate qualifications accredited by the relevant institute or equivalent association for the delivery of services, with evidence of membership possibly requested during the framework term.

- MEP Consultancy (up to £20,000,000) — The provision of MEP services, including but not limited to -Building Services Design -Mechanical Engineering -Electrical Engineering -Lighting -Mechanical Engineering -Electrical Engineering -Lifts -Renewables - Other services as required
- Construction Design Management, Principal designer Including HRB and Gateway 2 (up to £20,000,000) — The provision of CDM , Principal Designer, and HRB services, including but not limited to -Principal Designer: -CDM Consultant -Building Safety Act Support Other services as required
- Net Zero Consultancy including funding (up to £20,000,000) — The provision of Net Zero Consultancy services comprises the provision of services assisting toward the achievement of a balance between carbon emitted in the atmosphere and carbon removed from it. These include (but are not limited to): • Stock Assessment on behalf of the participating authority • Development of roadmaps toward net-zero carbon consultancy • Development of corporate sustainability/ESG strategies • Grant/funding management • Client awareness and staff development workshops • Advice on refurbishment options and building fabric solutions • Post installation monitoring • Strategic options appraisals • Assistance with advancement toward ISO 50001 Energy Management Systems certification • Retrofit Coordinator (PAS 2035) roles • Retrofit Assessor • Retrofit Designers • Design and project management of energy efficient systems • Advice on current energy legislation and compliance with law • Advice on the operation and maintenance of installed measures • Change management • Baseline assessments • Undertaking of energy audits • Advice on relevant health and safety measures • Other Net Zero related consultancy services
- Architectural Services (up to £20,000,000) — The provision of architectural Services, including but not limited to. • Master planning • Landscape Design • Interior Design • Feasibility Proposals • Option Studies • Measured Building Surveys • New Build Design • Refurbishment Design • Use of BIM for Co-ordinated Design • SAP Assessments • Lifetime Homes Assessments • Housing Quality Indicators Assessments • BBA Certified U-Value Calculations • BREEAM
- Combined Fire Consultancy Services (up to £20,000,000) — The consultant shall offer combined Fire engineering services, including but not limited to Risk Assessment & Compliance Building Design & Engineering Emergency Planning & Management Design Systems & Testing (suppression, detection, Alarms, Lighting, smoke control etc)
- Valuations (up to £10,000,000) — The provision of RICS valuation services, including but not limited to • Stock valuation • Commercial Valuation • Insurance reinstatement costs
- Digital Services (up to £10,000,000) — The provision of Consultants offering Digital services, including but not limited to • Digital Transformation & Strategy • Cloud & Infrastructure Modernisation • Cyber Security & Compliance • Responsible AI & Automation • Data Analytics & Governance • Analytics and dashboards • Software Implementation
