What the buyer wants
Burnley Borough Council seeks contractors for a 4-year framework to provide reactive repairs and maintenance across a wide range of building and specialist trades, divided into 25 lots covering general building fabric, joinery, plastering, roofing, electrical, plumbing, HVAC, fire safety, security systems, asbestos removal, cleaning, pest control, and more.
BURNLEY BOROUGH COUNCIL (BBC) wishes to appoint a number of Contractors to deliver a range of construction related Reactive Repairs and Maintenance Works to its property portfolio.
The intention is to enter into the Framework agreement in April 2027 for a period of four years.
Scope of Services, Framework Lots and Appointments to the Framework
The scope of Services to be delivered under the Framework Agreement will be a range of construction works for Reactive Repairs and Maintenance Works and will be divided into the following Lots: -

- HSE asbestos licence for licensable asbestos removal work — Suppliers bidding for asbestos management and removal must hold a valid HSE asbestos licence for licensable work.
- MCS certification for solar PV systems — Suppliers bidding for renewable technology solar PV systems must hold MCS certification.
Lots
- Rotation Lot 1 - General Building Fabric (Low Value, up to £10k) (up to £524,000) — Reactive, low-value (up to £10,000 per order) general building fabric repairs across the Council's commercial and operational estate: minor building repairs, making good, joinery, masonry, plastering and associated trades.
- Rotation Lot 2 - Joinery and Internal Finishes (up to £120,000) — Reactive repair and replacement of general joinery, internal doors, ironmongery, partitions, ceilings, floor and wall finishes.
- Rotation Lot 3 - Bespoke Joinery (up to £100,000) — Manufacture, supply and fitting of bespoke joinery items, including purpose-made doors, frames, windows, counters and fittings, to match existing where required.
- Rotation Lot 4 - Plastering, Rendering and Dry Lining (up to £100,000) — Reactive plastering, patch repairs, external render repairs, dry lining and partition repairs.
- Rotation Lot 5 - Brickwork, Masonry and External Fabric (up to £80,000) — Reactive brickwork, blockwork, stonework, repointing, lintels, copings and external fabric repairs.
- Rotation Lot 6 - Roofing and Weatherproofing (Flat and Pitched) (up to £80,000) — Reactive repairs to flat and pitched roofs, including coverings, flashings, rainwater goods, roof lights and weatherproofing.
- Rotation Lot 7 - Cladding and Rainscreen Systems (up to £40,000) — Reactive repair, replacement and making safe of cladding panels, rainscreen systems, fixings and associated sealants and flashings.
- Rotation Lot 8 - Windows, Doors and Access (General) (up to £180,000) — Reactive repair and replacement of external and internal windows, doors, glazing, locks, door closers and access hardware.
- Rotation Lot 9 - Industrial Doors, Shutters and Barriers (up to £172,000) — Reactive repair and maintenance of roller shutters, sectional and industrial doors, powered gates, rising barriers and bollards.
- Rotation Lot 10 - Groundworks, Excavation, External Surfacing and Hard Landscaping, Drainage (up to £92,000) — Reactive groundworks, excavation, external paving and surfacing repairs, hard landscaping, and below-ground drainage repairs and clearance.
- Rotation Lot 11 - Decoration (Internal and External) (up to £200,000) — Reactive internal and external decoration, making good and protective coatings.
- Ranked Lot 1 - Plumbing, Gas and Commercial Heating (Reactive) (up to £460,000) — Reactive repair and maintenance of plumbing, hot and cold water, gas installations, boilers and commercial heating systems. Gas Safe registration required.
