What the buyer wants
Northumbrian Water Limited seeks to appoint multiple Direct Delivery Partners for short-cycle MEICA projects across northern and southern operating areas. Projects involve maintenance, renewal, refurbishment, and design-build of mechanical, electrical, instrumentation, control and automation systems for water and wastewater assets. The framework covers low-complexity, low-value schemes requiring responsive delivery, with an emphasis on innovation and carbon footprint reduction. Compliance with health and safety, engineering specifications, and industry standards is required.
NWL are looking to appoint a number of Direct Delivery Partner(s) to help our Capital Delivery teams deliver short-cycle MEICA projects which are typically (but not always) lower complexity in nature, which will ensure they are being delivered in the most efficient manner, with a suitable and sustainable commercial model driving value for the business. NWL are always looking at how we can use innovation in both working methods and technology while striving to reduce our carbon footprint and we will expect any successful applicants to help us achieve this.
The framework will support maintenance, renewal, refurbishment and like-for-like replacement activities associated with NWL's above and below ground assets, including but not limited to:
Water treatment works
Wastewater treatment works
Reservoirs
Pumping stations
Inlets and outlets
Associated water and wastewater infrastructure
Projects will typically range from approximately £10,000 upwards, with the majority of requirements expected to be low-value, low-complexity schemes requiring responsive and flexible delivery partners. Works may be delivered independently or in partnership with NWL's in-house delivery teams and may include:
Planned and responsive maintenance activities
Refurbishment and renewal projects
Out-of-hours support services
"Gang-in-a-van" type delivery models
Bundled or batched projects of higher aggregate value but similar complexity
While the framework is intended primarily for specialist MEICA contractors, associated civil engineering works required to facilitate delivery will form part of the scope.
NWL reserves the right to award higher-value contracts to framework partners where contractors demonstrate successful performance on lower-complexity projects.
The scope of services (examples but not be limited to):
- Site investigation including surveys;
- Lot 1a and 2a will include mechanical plant and equipment associated with water and wastewater treatment assets;
- Lot 1b and 2b will include Electrical plant and equipment associated with water and wastewater treatment assets;
- Lot 1c and 2c will include designing, supplying, installing, testing, commissioning, and handing over all the mechanical and electrical systems required for a water or wastewater facility.
- ICA plant and equipment associated with water and wastewater treatment assets;
- Related civil works.
The successful bidders will also need to comply with the below (list not exhaustive):
- Health and Safety: CDM (including PC and PD competency which would be subject to successful contractors passing CDM competency assessment- Failure to pass would potentially result in the offer of a Framework Agreement to be rescinded.), Process Safety, Health Safety and Wellbeing
- Feasibility and design where appropriate
- NWL's Engineering Specifications
- Civil Engineering Specification for the Water Industry (CESW) (latest edition)
- MEICA Asset Standards
- Electrical Contractor Competency Requirements
How Tenderoo reads it
This is a framework agreement: a place on it puts you on the buyer's approved list, which they call work off from over the term. It is not a single job, and a small firm can hold a place alongside national suppliers.
The notice reads as suitable for a small or medium-sized firm: the scope, value and requirements are within reach of a business of that size.
Services required
- Mechanical installations
- Installation services of mechanical equipment
- Electrical installation work
- Mechanical and electrical engineering services
What you will need to show
- Health and Safety compliance — Suppliers must comply with health and safety laws including CDM regulations, process safety, and health, safety and wellbeing standards, and demonstrate competency as Principal Contractor or Principal Designer where applicable.
- CDM Competency Assessment — Suppliers must successfully complete NWL's CDM competency assessment to demonstrate Principal Contractor and Principal Designer competency; failure may lead to rescinding of Framework Agreement offer.
