What the buyer wants
Tayside Contracts is establishing a subcontracting framework for various works and associated services including construction, fencing, road markings, traffic management, vehicle restraint systems, landscaping, surfacing, and civil engineering. The procurement is via a two-stage restricted procedure requiring completion of a Single Procurement Document at selection stage and detailed tenders at ITT stage.
Tayside Contracts invites suitably qualified and experienced contractors to submit a completed Single Procurement Document (SPD) in connection with the proposed Subcontracting Framework for Works and Associated Services.
The Framework is intended to provide a flexible, compliant and efficient route to market for subcontracted works and specialist services that supplement internal delivery capacity and support operational resilience across the organisation.
This procurement will be conducted using the Restricted Procedure in accordance with the Public Contracts (Scotland) Regulations 2015.
The procurement will be undertaken in two stages:
- Stage 1 - Selection Stage (SPD): Applicants must complete the Single Procurement Document (SPD) and meet the minimum selection criteria. Responses will be evaluated to shortlist Applicants to proceed to the ITT stage. The Invitation to tender documents will not be issued at this stage.
-Stage 2 - Invitation to Tender (ITT): Shortlisted Applicants will be invited to submit detailed technical and commercial tenders, including pricing, methodology and quality proposals, for evaluation and Framework appointment.

How Tenderoo reads it
This is a framework agreement: a place on it puts you on the buyer's approved list, which they call work off from over the term. It is not a single job, and a small firm can hold a place alongside national suppliers.
The notice reads as suitable for a small or medium-sized firm: the scope, value and requirements are within reach of a business of that size.
