What the buyer wants
Leeds City Council and Bradford Metropolitan District Council seek suppliers for collection, transportation, and recycling of scrap metal, lead acid batteries, vehicle rims, and abandoned vehicles across distinct lots.
Leeds City Council (LCC) and The City of Bradford Metropolitan District Council (CBMDC) requirements for the collection, transport and recycling of scrap metal and lead acid batteries (LABs) arising at Participating Authority facilities. It also includes the removal of abandoned vehicles arising in the Leeds City Council metropolitan area.
This is a collaborative procurement exercise led by Leeds on behalf of itself and Bradford. While Leeds is managing the procurement process, the requirements are divided into geographically and operationally distinct lots. While Leeds is managing the tender process, separate contracts will be awarded. Leeds and Bradford will remain independent contracting entities. Following the evaluation, Leeds will award and sign the contracts for Lots; LOT 1A – Leeds City Council Scrap Metal, LOT 2A – Leeds City Council Lead Acid BATTERIES (LAB) , LOT 3A – Leeds City Council Vehicle Rims Alloys only and LOT 4A – Leeds City Council Abandoned Vehicles and Bradford will award and sign the contracts for Lots; LOT 1B – Bradford Metropolitan District Council Scrap Metal, LOT 2B –Bradford Metropolitan District Council Lead Acid Batteries (LAB) and LOT 3B – Bradford Metropolitan District Council Vehicle Rims Alloys only.
Bidders can bid for one or more Lots with each individual lot being awarded to a single supplier. More than one lot may be awarded to the same bidder.

- Bradford Metropolitan District Council Scrap Metal (up to £650,000) — LOT 1B – BMDC SCRAP METAL. Arising from HWRCs skips include LDAs and steel vehicle rims. Gas bottles are included under this contract in a separate ad hoc collection.
- Leeds City Council Lead Acid BATTERIES (LAB) (up to £65,000) — LOT 2A – LCC LEAD ACID BATTERIES (LAB) Arising from HWRC battery boxes
- Bradford Metropolitan District Council Lead Acid Batteries (LAB) (up to £45,000) — LOT 2B – BMDC LEAD ACID BATTERIES (LAB) Arising from HWRC battery boxes
- Leeds City Council Vehicle Rims Alloys only (up to £1,000) — LOT 3A – LCC VEHICLE RIMS Alloys only, not currently collected but would arise from HWRC skip
- Bradford Metropolitan District Council Vehicle Rims Alloys only. (up to £1,000) — LOT 3B – BMDC VEHICLE RIMS Alloys only, not currently collected but would arise from HWRC skip
- Leeds City Council Abandoned Vehicles (up to £15,000) — LOT 4A – LCC ABANDONED VEHICLES Abandoned motor vehicles as well as burnt out shells of vehicles (as well as caravans and trailers) from highways, public roads and open air within Leeds City Council’s geographical boundary.
