What the buyer wants
Torbay Council is seeking experienced Ofsted-registered providers to operate children's residential homes within Torbay, divided into two lots: one for council-owned homes and one for provider-leased/owned homes, each providing 4 beds across two properties.
Torbay Council is embarking on an exciting programme to develop new children's residential homes within Torbay. We are seeking to work alongside experienced Ofsted-registered Children’s home providers to develop new local residential provision that enables children and young people to remain closer to their families, communities and support networks. We recognise the significant expertise, experience and innovation that residential care providers bring and we are keen to work collaboratively and build strong partnerships with organisations that share our ambition to create high-quality homes where children feel safe, supported, valued and able to thrive.
This Contract is being divided into the following Lots:
Lot 1: Council-owned Children’s Homes
Torbay Council will purchase two buildings to be used as Children’s Homes within the Torbay boundary. The two homes will provide for 2 placements each, contributing to a total of 4 beds. For this Lot, Torbay Council is seeking one provider to deliver both properties. The provider will already have experience of running Ofsted Registered residential care services and will work collaboratively with Torbay Council’s Children’s Services and other relevant officers to identify suitable properties, assist with any decisions regarding redevelopment, refurbishment, or design of the homes and subsequently register and operate the purchased Children’s Homes.
Lot 2: Provider-leased / owned and run Children’s Homes
For this Lot, Torbay Council is seeking one provider to operate two Children’s Homes within the Torbay boundary. The two homes will provide for 2 placements each, contributing to a total of 4 beds. The provider will source suitable accommodation and register and operate the Children’s Homes. The provider will already have experience of running Ofsted Registered residential care services.

What you will need to show

- Collaborate with Torbay Council Children’s Services — Supplier must work collaboratively with Torbay Council’s Children’s Services and relevant officers on property identification, redevelopment, refurbishment, design, registration, and operation of homes.
