What the buyer wants

Barnsley Metropolitan Borough Council is establishing a Dynamic Purchasing System for passenger transport services for children and vulnerable adults, including home to school transport and transport to day centres, with various vehicle types and accessibility requirements.

Barnsley Metropolitan Borough Council (BMBC) wishes to establish a transport DPS for the provision of passenger transport for children and adults. BMBC has a statutory duty to provide home to school travel arrangements for eligible children to access their education for both SEN and non-SEN children as outlined in the Home to School/college Travel Assistance Policy. The requirement is for a regular home to school transport service during school term time both in the Borough of Barnsley and out of the Borough, which include daily, weekly, fortnightly, or termly single or return journeys

In addition, the Council also provides transport to and from day centres for vulnerable adults who are covered under the Chronically Sick and Disabled Persons Act 1970 and 1986.

How Tenderoo reads it

This is a framework agreement: a place on it puts you on the buyer's approved list, which they call work off from over the term. It is not a single job, and a small firm can hold a place alongside national suppliers.

The notice reads as suitable for a small or medium-sized firm: the scope, value and requirements are within reach of a business of that size.
