What the buyer wants
Lancashire County Council seeks a Professional Services Framework for various architectural, engineering, surveying, and project management services to support capital works and building maintenance for schools. The framework covers multiple lots with different specialisms and requires suppliers to provide multidisciplinary design, contract administration, structural engineering, CDM principal design, quantity surveying, site supervision, building surveying, project management, landscape architecture, and drainage engineering services.
A Professional Services Framework to assist officers in their work of providing a capital works and building maintenance service to schools. The framework is intended to provide a contingent professional advice service should funding should be available from e.g. the Department for Education for school capital works.
The framework is to provide a top up capacity to the work of officers and so is optional expenditure. Suppliers will have to re- price every year in a competitive environment to keep prices sharp. The option of not procuring this framework does not exist as there is insufficient officer resource to deliver the entire programme in- house. Demand is too uncertain for the Council to commit to a long- term service contract.
The client team anticipates that the capital programme will have a value of £100 million per year. It is anticipated that the in-house team would provide professional support to 75% of the programme. This would mean that external providers would support work to the value of £25 million per year or £100 million over the 4- year life of the framework.

How Tenderoo reads it
This is a framework agreement: a place on it puts you on the buyer's approved list, which they call work off from over the term. It is not a single job, and a small firm can hold a place alongside national suppliers.
The notice reads as suitable for a small or medium-sized firm: the scope, value and requirements are within reach of a business of that size.
