What the buyer wants
NHS England is procuring training services for NHS Talking Therapies for Anxiety and Depression to support workforce replacement and expansion. The contract is divided into multiple lots covering different geographic footprints and roles, with a total estimated value of approximately £125 million over up to five years including extensions. Payment is per learner based on verified active learner numbers.
NHS England is seeking to enter into contracts with partner organisation(s) for the provision of training places for NHS Talking Therapies, supporting workforce replacement and expansion in line with relevant policy developments and workforce requirements.
Tenderers may submit tenders for one or more Lots and, where applicable, for one or more Geographic Footprints within a Lot, subject to the requirements set out in the Invitation to Tender (ITT). Further details of the Lots, Geographic Footprints and applicable requirements are set out in the ITT.
The maximum estimated aggregate value of the Contracts, including all extension and learner run-through provisions, is £125,264,012 exclusive of VAT. This comprises an anticipated value of £72,119,924 exclusive of VAT for the initial three-year term, £33,681,222 exclusive of VAT for the optional 12-month extension period, and £19,462,865 exclusive of VAT for the subsequent 12-month learner run-through period.
Payment will be based on the applicable cost per learner in accordance with the pricing mechanism set out in the ITT and Contract. The cost per learner will be inclusive of all costs associated with delivering the Services, subject to the terms of the Contract. Active learner numbers will be verified quarterly through the National School of Healthcare Science to support accurate payment.
The initial contract term will be three years. The Contracting Authority may, at its discretion and in accordance with the Contract, extend the period during which new learners may be enrolled for a further 12 months. A further period of up to 12 months will apply to enable learners enrolled during the extension period to complete their training.
The deadline for submission of completed tenders is 12:00 noon on Monday 7th December 2026. Late submissions will not be accepted.
Late submissions will not be accepted therefore, please submit in good time prior to the deadline date and time. All communications should be made via the messaging function on the e-Tendering portal during the tender exercise.
The Contracting Authority requests that all communications are channelled through the e-portal system and not with the Contracting Authority itself other than as expressly permitted within this ITT.
